New LASER Technology to Catch More Speeding Drivers

VIDEO - (Mouse Over Press Play)

The more speed cameras out there, the more people we are saving? Who dreamt up that stupid remark?

"Perth Western Australia is in the news again. What is interesting about this article is that it talks about 14 new LASER digital hand-held speed gun cameras that take video and stills images. It looks like WA is going the same way as Victoria and will soon be dotted with speed cameras to rake in more government revenue."

Although the article doesn't give specifics, the unit looks like the LTI Trucam or a new variant.

AAP 13th June 2010

West Australian traffic police are doubling their number of speed and red light cameras. WA Police Minister Rob Johnson announced stage two of the state government's $30 million speed enforcement program on Sunday.

Thirty new speed and red-light cameras are being installed at major intersections, while police have already taken delivery of 14 new digital hand-held cameras that can take video and still-photo evidence.

The rollout of 23 dual-lens cameras that can photograph vehicles from the front and back began two months ago in stage one of the program.

There are already 23 Multanova wet-film speed cameras on WA roads, but these will be phased out to make way for the new digital cameras.

Mr Johnson said the addition of the latest two types of cameras, together with the Vitronic dual-lens digital cameras, would give WA police twice as many cameras in their fleet.

"The new speed and red light cameras have a two-fold purpose - they photograph motorists who contravene red traffic lights and also detect motorists speeding through the intersection at any phase of the lights," Mr Johnson said.

"The hand-held cameras will take video and photographic evidence of the speeding vehicle and the images can either be downloaded at a later time to issue infringements or the officer can stop the vehicle and issue an on-the-spot infringement.

"It will allow for a more flexible approach to policing speeding drivers."

Mr Johnson said 43 people were killed at intersections on WA roads last year, while 435,179 drivers were detected speeding across the state.

New cameras to catch cars at lights

Perth Western Australia - The West Australian 2 June 2010

Integrated red-light and speed camera systems will be used at 12 locations across Perth from July 1 in an attempt to deter drivers from speeding through intersections.

The fixed systems record vehicle speed, take multiple digital photos of offenders and capture footage of the intersection for about eight seconds before and eight seconds after the lights turn red.

Police say the devices will also provide valuable video and photographic evidence of crashes.

Police Minister Rob Johnson said yesterday the systems would be in use at intersections in Applecross, Cottesloe, South Perth, Victoria Park, Bentley, Hilton, Wilson, High Wycombe, Padbury, Dianella and Balga.

It is believed a further 18 systems will be installed once the Curtin-Monash Accident Research Centre recommends where they should be placed.

One of the systems has been in place at the intersection of Riverside Drive and Barrack Street in the Perth business district for the past year and 223 drivers have been fined for traveling at more than 75km/h through the 60km/h intersection, according to police figures.

Police seized a Porsche sports car on Tuesday under the State's hoon legislation after the 49-year-old driver was allegedly caught by the integrated system driving at 130km/h along Riverside Drive.

The man is expected to be charged by summons.

Mr Johnson said 43 people had died in car crashes at WA intersections last year.

Police statistics show that 40 WA motorists a day were caught running red lights in 2009, with 14,305 fines issued to offenders who were hit with infringements of $150 and three demerit points for each offence.

Shadow police minister Margaret Quirk welcomed the introduction of the new camera systems.

The devices are part of a plan to double the number of red-light and speed cameras in the State.

It is understood that seven new digital dual-lens speed cameras will be rolled out on WA roads by June 30, with a further seven to be in use by the end of July.

The $170,000 portable speed cameras, which will eventually replace the State's existing 27 analogue Multanovas, are capable of measuring speed across multiple lanes of traffic and photographing front and rear number plates.

It means the riders of WA's more than 80,000 registered motorcycles, which do not have front plates, will no longer escape speeding fines.

VITRONIC POLISCAN SPEED - Claims - Lies & the Truth!

The Vitronic Poliscan Speed is new laser based speed camera that is made in Germany that has been trialed in Victoria and is coming into use in Western Australia in four or five weeks time. (Take a look at the specs). It has some cool advantages over radar that make it very attractive to the cash strapped Liberal government wanting to sting some money out of WA motorists. It also has some disadvantages that the police haven't fully understood before buying this equipment. The system scans in a wide angle sending its laser beam down the road towards on-coming traffic. Either by laser scatter or direct contact laser jammers users are going to have an easy time picking up the laser emissions with more than enough time to react and slow down.

We commissioned some tests that were done in Germany last weekend (22 - 23 May 2010). The aim was to see how far away you could pick-up the scanning laser of the Vitronic equipment. The BLINDER picked up the Vitronic at an amazing 400m away. We also tested the ALG9 and LP and LPP.

Are these Wild Claims?

Although claimed by some manufactures, none of the laser jammers managed to jam the Vitronic Poliscan Speed. (The police can breathe easy for a few months at least.)

Is it important that these jammers were not able to defeat the Vitronic Poliscan Speed when you consider that most of these devices were able to pick-up the laser emissions from at least 100m away? I guess not. They all will save you from a speeding ticket. What does count is the prestige of being the only jammer on the market able to jam the Vitronic laser system.. In our opinion, anyone that claims to be able to defeat the Vitronic at this stage is talking out of their hat.

Left: WA Retailer photo in the West Australia. Claims that this device can jam the Vitronic Speed Cameras. From our recent tests in Germany there is no jammer on the market that will jam the Vitronic Poliscan Speed.

The beauty of some laser jammers is that they have upgradable firmware. As soon as the manufacture has an algorithm to defeat the Vitronic Poliscan Speed you will be able to download and install the upgrade and be covered. I am aware that most laser jammer manufactures are working on a fix for the Vitronic laser camera system. My money is on the BLINDER for a variety of reasons. Torben Andersen the brains behind the BLINDER is a highly intelligent engineer who has been in the business from the very start. If anyone can jam the Vitronic in the next few months, he is the one who will crack the nut!

Background Information

The speed detection system of the Vitronic Poliscan uses a scanning laser in the 904nm to 906nm range. This is a free open frequency range that is not set aside specifically for police use. Wow! that just got your brain cells working didn't it? How then can the police claim ownership of this frequency and say that any equipment that interferes with their speed measuring equipment is illegal. Well the truth is that they can't. They would need to prove that the equipment was specifically designed with one purpose in mind - to deliberately jam their laser speed equipment.

There are a number of parking sensor devices on the market that legally and legitimately use this open 904nm frequency that will by their very nature interfere with police speed measuring laser equipment. The NSW government has acknowledged this problem and included provisions in their state laws that allow parking assist equipment and other equipment that uses this frequency.

The truth is that your laser detector will be useless in about 6 months when the WA police phase out the Multanova speed cameras.

"Poliscan Speed" set to Replace Multanova Units

By Martin Thorn 25th Nov 09

Vitronic Poliscan speed

PERTH (WA) — It was revealed last night on channel seven news that the WA Police have on order 30 Vitronic "Poliscan Speed" advanced automated speed camera units to replace the existing 27 Multanova speed cameras.

As if this wasn't enough bad news for WA motorists, this government has also ordered 5 dual purpose Red Light Speed Cameras. Soon errant motorists can expect not one, but two fines in the mail. One ticket for the red light infraction and a second ticket for speeding, all from the one machine. (Below setup near the bell tower Perth)

The bitter pill for motorist is that the new system will increasing speed camera revenue from current levels of $40 million dollars per year to a projected $112 million dollars in 2 years time. That is a $72 million dollar increase which is nearly triple the current level.

Advantages:

  • It uses Laser LIDAR technology not radar.
  • In either a fixed or mobile configuration, the unit can automatically locate the license plates of each vehicle in freely flowing traffic, read them automatically and immediately compare them with a “Vehicle of Interest” data base. International and interstate licence plates are also decoded with the highest of read rates. The system covers a large range of possible traffic scenarios on multiple lanes and at extremely high speeds.
  • Automatically, read and process number plates which makes the process less labour intensive.
  • Scans multiple lanes in both directions and takes photos of front or behind (not longer a free pass for motorcycles.
  • The system allows for both manually supported as well as fully automatic data evaluation.
  • Focusing in, zooming and positioning are things of the past. With the automatic contrastcontrol and lightening quick enlarement of both license plate and the drivers face.
  • Saves time as calibration at location is not necessary.

Window registration stickers are no longer sent out in the post when you register your car in some states of Australia. Now special video cameras linked to computer systems can scan car registration numbers and give an immediate police check for unregistered vehicles, unlicensed drivers and fines defaulters.

The advent of automated speed camera systems and fines processing has meant an explosion in unlicensed drivers due to low speed tolerance set by the police in some states. To catch this large number of fines defaulters continuing to drive whilst disqualified, police are turning to more technology that can check a large number of vehicles in real time in free flowing traffic.

Drivers in Western Australia are about to get a big shock if they think they can drive whilst disqualified and get away with it. At the present this technology is being used by the Western Australian Mains Roads along Leach Highway to automatically keep track of trucks along Leach Highway. These cameras look a lot like speed cameras, but are pointed at the rear of vehicles as they pass.
